ecoPower develops and operates large-scale windfarms to generate ‘green’ electricity. It will also arrange the equity investments and debt financing for the windfarms. In this regard,
Dongtai Windfarms -- ecoPower has signed an agreement with the Municipal Government of Dongtai City, Jiangsu Province, China, to have the right to develop up to 3,000 MW of windfarms along its windy coast, on land and offshore (see Exhibit-4: Map of Jiangsu Province), where the annual mean velocity on shore is measured at 7.1 meters per second at the height of 70 meters.
Windfarm Financing -- ecoPower has received a letter from a bank in London that the bank will support ecoPower financially to develop large-scale windfarms in China, up to US$400 million in equity and debt, subjected to satisfactory due diligence and approval from the bank’s credit committee. Subsequently, ecoPower has received an offer from a German bank to underwrite project financing for ecoPower to develop large-scale windfarms in China, up to US$1 billion in equity and debt financing, provided that ecoPower can obtain a strategic partner that would invest in each windfarm 10% of its total cost.
ecoPower Dongtai Co., Ltd.
In April 2005, ecoPower formed a company in Dongtai, China, ecoPower Dongtai Co., Ltd., in accordance with the Agreement with the City of Dongtai.
ecoPower Dongtai has leased an office space of 600 m2 (6,000 ft2) on the 3rd floor of China Industrial and Commerce Bank Building in Dongtai (see Exhibit- 5: Office in Dongtai), and hired local employees (see Exhibit-6: a group picture in front of a 70 meter met tower) – to carry out the windfarm preparation work there. Dr. Pao has purchased condos in Dongtai (see Exhibit-7).
In September 2005, ecoPower Dongtai completed the construction and instrumentation of three meteorological towers on its windfarm site in Dongtai, with height of 70 m, 40 m, and 40 m respectively, and began to measure the wind velocity and other meteorological data on the site. After completing one year’s wind resource measurements, the Dongtai windfarms will be eligible to apply for windfarm permits.
